I. Professional Positioning and Disciplinary Connotation

Public finance is a core branch of economics. It takes the management of government revenue and expenditure, the analysis of public economic policies, and the design of fiscal and taxation systems as its research objects, focusing on "how the state manages its finances and how it regulates economic and social development through fiscal means". This major integrates knowledge from multiple disciplines such as economics, political science, and law. It not only studies traditional fiscal areas like taxation, public debt, and government budgeting, but also pays attention to modern fiscal system reforms (such as income distribution regulation under the goal of "common prosperity" and tax collection and management in the digital economy). It serves as a bridge connecting macroeconomic policies with micro-market entities.

Ii. Training Objectives

Cultivate compound talents with solid theoretical foundations in finance and practical policy capabilities, who can engage in financial management, tax planning, public policy analysis and other work in government finance departments, tax authorities, financial institutions and enterprises and public institutions.

Emphasizing the trinity of "economic thinking + legal literacy + data skills", students are enabled to master practical skills such as fiscal revenue and expenditure accounting, tax policy interpretation, and budget preparation, while also possessing the research ability to analyze the effects of fiscal policies using econometric methods. 

(1) Non-Chinese citizens who abide by the laws and regulations of the Chinese government, are physically and mentally healthy, and hold valid ordinary passports of foreign countries; (II) Educational qualifications and age requirements for applicants

Undergraduate students: High school graduation or equivalent is required, with an age range of 18 to 30 years old (as of September 1, 2025).

2. Master's degree candidates: Must hold a bachelor's degree and be no older than 45 years old (as of September 1, 2025).

3. Doctoral candidates: Must hold a master's degree and be no older than 50 years old (as of September 1, 2025).

4. Preparatory students and visiting students (one-year program) : Age should not exceed 50 years old (as of September 1, 2025). (III) Language Proficiency Requirements:

All undergraduate, master's and doctoral students in our university are mainly taught in Chinese. Applicants' Chinese proficiency must reach level 4 of the International Chinese Proficiency Standard (hereinafter referred to as HSK), and the validity period is within two years. Applicants whose previous academic stage was taught in Chinese can be exempted from submitting the HSK Level 4 certificate, but they must provide proof that Chinese was the medium of instruction.

2. Doctoral students can choose to be taught in English (except for the major of Ship and Ocean Engineering). Applicants for programs taught in English are required to provide an English proficiency certificate. Applicants whose official language is English are exempt from the English proficiency certificate. Other applicants are required to achieve a TOEFL score of 80 or above, an IELTS score of 6.0 or above, or provide a certificate of equivalent English proficiency.

For majors where Chinese is the medium of instruction, students' Chinese proficiency must reach the HSK Level 5 standard upon graduation. For majors where English is the teaching language, undergraduate students are required to have a Chinese proficiency level of HSK Level 4 upon graduation, while master's and doctoral students are required to have a Chinese proficiency level of HSK Level 3 upon graduation.

(4) Economic guarantee requirements

Applicants are required to submit the "Financial Guarantee Letter for International Students of Jimei University", providing a guarantee proof sufficient to cover the tuition fees, accommodation fees, and living expenses for studying in China. At the same time, submit the work certificate and a copy of the passport of the financial guarantor.

6. Two recommendation letters from professors or associate professors, including the detailed contact information of the recommenders.

7. Study/Research Plan in China

8. A certificate of no criminal record, issued within the last six months.

9. The "Financial Guarantee Letter for International Students of Jimei University", the guarantor's work certificate and a copy of the passport/ID card

10. "Physical Examination Form for Foreigners", issued after February 1, 2025

11. Students whose parents or one of them is a Chinese citizen, or who have emigrated abroad themselves, must submit the original entry and exit records of the student within the last four years (up to the end of the application period) issued by the entry and exit administration department
